The Board of the Internet Corporation for Assigned Names and Numbers (ICANN) opened new accountability measures for public comments. Willie Currie, APC's policy manager, said in his submission that “The community still does not have the power to dismiss the Board [which] is a signifier of a lack of accountability and democratic procedure that cannot be cured by the current proposed amendments.”

This paper, The Case for “Open Access” Communications Infrastructure in Africa: The SAT-3/WASC cable, commissioned by APC, was submitted to and circulated through the ITU Telecom Africa Conference 2008. It was later published, with more detailed information, together with four case studies (Angola, Cameroon, Senegal and Ghana) on the APC website in our research section.

The first preparatory meeting for the next Internet Governance Forum (scheduled for December 2008 in India) was held in Geneva on 26 February 2008. APC issued a statement recommending the implementation of regional and national IGFs, using sustainable development as a key theme and advising on the format of working groups to address and follow up on key issues.
