Moses Owiny

Moses Owiny is the founder and chief executive officer of the Centre for Multilateral Affairs (CfMA). The CfMA is a platform that seeks to aid policy thinking, informing and shaping global South perspectives in domestic, regional and global policy discourses. His most recent research work focused on cybersecurity and state capacity in Uganda, an assessment of how internet shutdowns undermine cyber stability in the East African región, and on the influence of cyber norms in fostering Uganda’s bilateral and multilateral relations for responsible state behaviour in cyberspace. In June 2021, he served as an external co-chair and programme committee member for the 10th edition of RightsCon – the world’s leading summit on human rights in the digital age – under the category “Cyber Norms, Accountability, and Practice”. He has contributed to debates and policy discourses at multistakeholder platforms including in shaping African priorities in international cybersecurity agreements and strengthening African perspectives in the United Nation’s Open-ended Working Group (OEWG) on ICTs

Moses is an alumnus of the 2014 and 2022 editions of the African School on Internet Governance (AfriSIG). Previously, Moses’ work shaped gender and ICT priorities to advance a gender-sensitive approach to ICT policy and decision making in Uganda. He also serves as an advisor on digitalisation for Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) Uganda – effectively supporting the building of institutional capacity of civil society and state partners as well as advancing a digital transformation agenda for the country. He holds a Master’s Degree in International Relations and Diplomatic Studies from Makerere University and a Post-Graduate Diploma in Public Policy and Governance (1st Class Honours) from Uganda Management Institute.
