Mapping the regulatory environment of community networks in India, Myanmar and Philippines

Community broadband networks have long existed as an alternative to commercial ISPs, but only recently emerged as response to both market and government failures in the provision of rural broadband. This research paper is an effort to look closely at the telecom policy, regulatory framework, spectrum policy, broadband definitions and innovative licensing processes that are affecting community networks in Asian Pacific countries – India, Myanmar and the Philippines.
