CECS is the oldest computer training non-governmental organisation in South Africa, established in April 1985 for the technological empowerment of the historically disadvantaged. CECS establishes and maintains non-profit computer training facilities to service community information and communications technology (ICT) developmental needs, by building computer skills and capacity, especially among the historically disadvantaged, as well as engaging in policy making and research.

The objectives of the organisation are, among others, to reduce the gap between rural and urban populations regarding ICT skills; to facilitate the establishment of community training and support infrastructure to service the developmental needs of communities; and to address gender inequality in the ICT field.
