Biography

Gladys has been a social accountability practitioner since 2004, specialising in project management and tool development. Her range of experience and interests covers social accountability initiatives in the area of public financial management, including participatory planning and budgeting, procurement monitoring, open contracting, social audits and participatory audits. She specialises in the design, development and implementation of social accountability tools in the areas of health, infrastructure and education. Gladys has also conducted capacity-building activities related to the procurement law in the Philippines.

Purpose of position

To ensure that Asia project finances are well managed and implemented according to the standards and policies of APC, donors and other relevant accountability institutions.
