Capacity building is a key pathway for communities to craft their own autonomous and sustainable ways of bridging the digital gap. When they have the opportunities to shape technological tools tailored to their own needs and realities, taking this path becomes more accessible, adequate, relevant and resilient for them.
In February 2026, the first edition of the Blended Training for ICT Network Managers in Indigenous and Rural Communities took place in Africa, inspired by an experience developed since 2019 in Latin America and the Caribbean (LAC), led by Rhizomatica with support from the International Telecommunication Union (ITU).
A milestone for Africa champions leading digital inclusion
The Blended Training for ICT Network Managers in Indigenous and Rural Communities across Africa was designed to build capacity directly in the territories where connectivity is most needed. An advisory committee was constituted to bring this experience to Africa. The programme focuses on community-led ICT development, with particular attention to sustainability, community-centred connectivity and local ownership. It aims to ensure that Indigenous and rural communities are central to the digital transformation and equipped to manage technologies that meet their specific needs.
Launched in 2025, the programme combined a 19-week online learning phase with an in-person bootcamp held in Nairobi, Kenya, in early 2026. Bringing together participants who completed the online phase for an intensive, immersive learning experience, the bootcamp combined practical, hands-on activities with collaborative learning and the co-development of connectivity initiatives grounded in community priorities. As the concluding stage of the programme, it created a unique space for engagement among participants, facilitators and partners, fostering exchange and networking across 18 countries in the region. It also brought together experienced practitioners and experts from other regions, enriching the learning environment through shared knowledge and diverse perspectives.
The training bootcamps – both those held in the LAC region and this first edition in Africa – are becoming a strong tradition of bringing together this diversity of actors committed to community-centred connectivity. These gatherings create a shared space where aligned partners come together around a common purpose. Beyond the training itself, the programme contributes to strengthening a growing regional network of community technical promoters, supporting ongoing collaboration and the advancement of community-centred connectivity initiatives across Africa.

The Blended Training for ICT Network Managers in Indigenous and Rural Communities across Africa was built with the commitment and support by the Local Access programme, led by Rhizomatica and the Association for Progressive Communications (APC), the Internet Society (ISOC), the World Association for Christian Communication (WACC), and 48percent.org, together with the Africa Advanced Level Telecommunication Institute (AFRALTI) and Tanda Community Network as local hosts.
