APC and 11 other organisations and experts have submitted a joint input to the draft annual progress report of the UN Open-ended Working Group on developments in the field of ICT in the context of international security (OEWG)

The input has been published ahead of the OEWG’s fifth substantive session. It makes recommendations to ensure the report accurately reflects the progress made in previous discussions, as well as proposing concrete actions to be taken to ensure effective implementation of the agreed framework of responsible state behaviour in cyberspace in a human-centric and rights-respecting manner.

The recommendations address the main themes covered in the report:

  • Existing and potential threats
  • Rules, norms and principles of responsible state behaviour
  • International law
  • Confidence-building measures
