The Association for Progressive Communications (APC) is looking for a Southeast Asia network coordinator to join the APC Asia team. The successful candidate will manage the capacity-building and networking initiatives of APC’s work in Southeast Asia.
About APC’s work in Asia
APC’s digital rights work in Asia is implemented across South and Southeast Asia, incorporating a wide range of digital rights issues including freedom of expression, assembly and association and privacy online. We also engage with issues related to digital inclusion, online gender-based violence and internet governance through national, regional and global processes.
An important component of this work over 2022 and 2023 includes capacity building for a network of digital rights defenders in Southeast Asia. The coordination requirements of this initiative are significant and would comprise a large part of the work for this position.
Purpose of position: The purpose of the Southeast Asia network coordinator is to ensure that activities related to building and supporting a network of Southeast Asian digital rights defenders are effectively facilitated and well coordinated.
This position is in APC’s Asia team and will report to the Asia policy regional coordinator.
Tasks and responsibilities will include:
Working with the Asia policy regional coordinator on the development of activity plans and timelines based on strategic priorities for the region.
Coordinating implementation of activities in line with agreed plans and timelines.
Systematic communications with the network of digital rights defenders in Southeast Asia.
Coordinating and executing capacity-building initiatives and online convenings for digital rights defenders in Southeast Asia in line with objectives set out in the work plan.
Coordinating with APC’s communications team in integrating a communication strategy for the Southeast Asia network.
Management of the small grants and fellowship opportunities for members of the network in Southeast Asia.
Preparation of activity implementation reports.
Providing support in the shaping of APC’s regional strategy in Asia.

Location: This is a remote position. The applicant can work from anywhere in Asia but preference will be given to applicants from Southeast Asia.
APC provides an equipment allowance and requires staff to use their own computers and office equipment. International and regional travel may be required occasionally and will be dependent on the current COVID-19 conditions. APC is a networked organisation with a strong base and orientation towards the global South and privileges this political lens and location in our work.
Remuneration and duration of contract: This is a 1.0 full-time equivalent (FTE) position on an initial 12-month contract, with the possibility of renewal for an additional 12 months. Contract renewal is dependent on performance (there will be a six-month probation period) and the availability of funding. Remuneration is in the range of USD 43,000 to 48,000 per year for a 1.0 FTE position. Short-listed applicants will receive specific information about the salary range.
Reporting: The position will report to the Asia regional policy coordinator and will work closely with the Asia team.
Our ideal candidate:
Has a degree or equivalent tertiary qualification in legal or policy studies, social and political sciences, economic and social development, development studies, human rights, or equivalent experience.
Has a minimum of four years of experience in working on digital rights with clear understanding and articulation of a human rights-based approach. Applications from those with commensurate experience on broader human rights will also be accepted.
Has worked with civil society organisations and individuals in Southeast Asia on digital rights/human rights.
Has carried out capacity building and support services for networks of digital/human rights defenders.
Has experience in facilitating processes towards network building.
Has an established track record with project management.
Has excellent people skills and experience collaborating in a diverse team.
Has worked with people and implemented activities remotely and in an online virtual environment.
Is an excellent English writer and oral communicator, with good interpersonal skills and the ability to work cross-culturally.
Is able to work well both independently and in a team, and is able to cope with pressure and meeting tight deadlines as needed.
Has strong computer, internet, spreadsheet and word-processor skills.
