Job call: Movement building coordinator – Connecting the unconnected

APC is looking for a movement building coordinator to work with a new project for 10 months, beginning in February 2019.

Who we are looking for: You are an experienced coordinator who shares a commitment to APC's mission and core values and has a commitment to and interest in community networks. You have experience working with non-profit organisations and want to be part of APC to work for social justice, human rights and development with a feminist perspective. 

The “Connecting the unconnected: Supporting community networks and other community-based connectivity initiatives” project is an initiative funded by the Swedish International Development Cooperation Agency (Sida) and administered by APC in conjunction with Rhizomatica that aims to directly support the work of community networks. The initiative also intends to contribute to an enabling ecosystem for the emergence and growth of community-based connectivity initiatives in developing countries. It is part of a multi-year, multi-donor strategy envisaged to address the human capacity and sustainability challenges, along with the policy and regulatory obstacles, that limit the growth of community-based connectivity initiatives.

Main purpose of the job: The purpose of the position is to participate in and develop awareness raising and movement building mechanisms that enable the creation of new community networks. 

Start date: Second week of February 2019. The selected candidate will be notified by the last week of January 2019.

Reporting: The position will report to the overall project coordinator for APC’s “Connecting the unconnected: Supporting community networks and other community-based connectivity initiatives” project and work closely with other members of the project team.

Primary responsibilities  
  • Participate in and oversee activities for the community networks regional summits, including co-located capacity building events.

  • Using online platforms, liaise closely with peer community members to foster a lively virtual space for creating and sharing content and storing shared materials during the period of peer exchanges. 

  • Using online platforms (like Stack Overflow), nurture knowledge sharing/exchange among community network activists. 

  • Coordinate and prepare the monthly community networks newsletter and ensure tailored materials reach targeted community networks/organisations.

  • Engage in partnership development with support institutions by sharing regular updates around community networks and the project work, in order to create synergies and new opportunities. 

  • Participate and provide oversight in ensuring inputs are prepared for global, regional and national events around community networks, including regional and global Internet Governance Forums and WSIS events.

  • Assist the members of the peer community to organise national awareness-raising events. 

  • Participate in the Project Inception Meeting in mid-February 2019. 

Qualifications, background and experience
  • Experience in campaign organising, partnership development and stakeholder mapping. 

  • Experience with platforms for online collaboration/knowledge sharing/building.

  • Experience working with community networks or similar projects (in “rural development”, “rural connectivity”, “access development”, “community radio”, etc.).

  • Technical experience or understanding of technologies in the deployment of community networks is a distinct advantage.

  • At least three years of experience in project management, including reporting and people coordination. 

  • Knowledge about policy advocacy processes and other mechanisms which enable community networks, small operators, or universal affordable access.

  • Track record as an inclusive network builder and team player.

  • Ability to plan and think strategically, in particular to revise practices and suggest solutions to ensure efficiency of the implementation of the project.

  • Capacity to work autonomously and in a team setting.

  • Availability to travel extensively. 

  • Excellent writing, documentation, filing and communication skills.

  • Excellent written and spoken English. 

  • Ability to communicate in Spanish or French is a distinct advantage.

Location

The applicant should preferably be living in the global South and must have excellent internet access in place by their start date. APC provides an equipment allowance but requires staff to use their own computers. APC is a truly virtual organisation and does not have a physical headquarters. We do our work online.

Remuneration and duration of contract

This is a 0.8 full-time equivalent contract for an initial 10-month period (renewable depending on performance and availability of funding). Remuneration is based on APC’s salary scale for the position of coordinator and a range of USD 40,000 to USD 45,000 (12 month, 1.0 full-time equivalent). Project details 

This project aims to contribute to an enabling ecosystem for the emergence and growth of community networks and other community-based connectivity initiatives in developing countries. It is part of a three-year multi-donor strategy envisaged to address the human capacity and sustainability challenges, along with the policy and regulatory obstacles, that limit the growth of community-based connectivity initiatives.

The project will focus on 12 locally managed community networks in Africa, Asia and Latin America (four per region) to strengthen their impact, reach and sustainability. This group of community networks will form the core of a peer community that can connect and broaden support for community-based connectivity initiatives, both nationally, regionally and internationally. 

The project will achieve its objectives through peer learning and exchange, awareness raising and capacity building for the development of scalable, innovative and sustainable networks, and contributing to the development of an enabling policy and regulatory environment.

The project will adopt human rights-based and gender equality approaches, with a special emphasis on women-led initiatives and integration of a gender perspective at all levels of project conceptualisation, planning and implementation. In addition, an ecosystem approach that integrates participation and ownership of project participants will be used to ensure sustainability beyond the life of the project.

This project builds on APC’s existing local access-related work currently being implemented with Sida’s core support, and the knowledge gained from the Local Access Networks research project implemented by APC and its partner Rhizomatica, with support from the International Development Research Centre (IDRC), during the period August 2017-January 2019.
