Since mid-2016, the government has implemented a series of economic, social and political measures under the state of emergency enacted by Presidential Decree No. 2323, of 13 May 2016. In particular, the right of access to the internet, the right to freedom of expression and the right to privacy in Venezuela may be violated because of this Decree.

This submission is premised on the practical experience of Zenzeleni Networks, which has demonstrated an alternative model to address the universal access and service gap, in rural South Africa in particular.
To assess the scope of this impact on sexual rights advocacy the EROTICS team designed and applied a global survey to map how sexual rights activists use the internet to advance their work, and to document and provide insights on the types of risks, harassment, content regulation, or censorship they deal with, and how they respond to them.
