Here are Andrew Garton’s observations on the “Access and connectivity for remote rural” panel, held on Tuesday 13 November in Rio de Janeiro, as part of this year’s Internet Governance Forum (IGF). Andrew is the director of APC.au, a digital media arts company based on the Internet Rights Charter of the Association for Progressive Communications (APC).

Internet pioneer and TCP/IP co-developer Vint Cerf has made specific proposals to support the introduction of IPv6 at the second Internet Governance Forum (IGF) in Rio de Janeiro. An article posted today on the allAfrica.com website reports on the collaborative efforts of the Internet Corporation for Assigned Names and Numbers (ICANN), the International Telecommunication Union, and UNESCO to address the multilingualism issue posed by the rapid expansion of the internet.
Reporters Without Borders has picked up an APC press release, reporting: "The Council of Europe and the Association for Progressive Communications (APC) today proposed a new model inspired by the Aarhus Convention, signed in 1998 in Denmark, which brings together access to information, public participation in decision-making and environmental rights".
