ICT policy
APC has been involved in the eLAC process from the very beginning. It’s the regional action plan for the information society, and has been coordinated by ECLAC. APC has participated in several preparatory meetings and has been successfully lobying for a more meaningful multistakeholder approach. “Participation has always been the Achilles’ heel of eLAC2007”, the regional plan of action for the information society adopted by Latin American and Caribbean governments in 2005, says APC’s Latin American and Caribbean (LAC) policy coordinator, Valeria Betancourt.
