Universal Periodic Review

The Universal Periodic Review (UPR) is a process created in 2006 where members of the Human Rights Council (HRC) take a look at the human rights record of each of the 192 UN member states. The review process runs through a 4-year cycle with 48 states in each, based on three reports: the state report; the UN summary report; and the stakeholder report (includes input from all relevant stakeholders, such as civil society and national human rights organizations). States are reviewed on all their UN human rights obligations: the Charter of the United Nations; the Universal Declaration of Human Rights; human rights treaties that have been ratified by the country, such as the Convention on the elimination of all forms of discrimination against women (CEDAW); voluntary pledges and commitments made by countries (including national human rights policies and programmes); international humanitarian laws that apply to the country.
