GEM @ AMARC9

Jennifer Radloff (APC) and Janine Moolman (WomensNet) traveled to Jordanian Amman to attend the ninth conference of The Association of Community Radio Practitioners AMARC. Their main mission was to organize a workshop on the Gender Evaluation Methodology (GEM) and to show to radio people that GEM should be of concern also for their work.

Jennifer Radloff (APC) and Janine Moolman (WomensNet) traveled to Jordanian Amman to attend the ninth conference of The Association of Community Radio Practitioners AMARC. Their main mission was to organize a 3 hour workshop on the Gender Evaluation Methodology (GEM) and to show to radio people that they would benefit from applying GEM also to their projects.

The Gender Evaluation Methodology (GEM) has been developed and implemented by APC WNSP. It is a guide to integrating a gender analysis into evaluations of initiatives that use Information and Communication Technologies (ICTs) for social change. GEM is also a community of people interested in exploring whether ICTs are really improving women’s lives and promoting positive change at the individual, institutional, community and broader social levels. The workshop was designed to be interactive, to enable participants to explore the GEM tool and deepen their understanding of the gender and ICT issues facing them as community radio activists. Spectrogram exercises energized body and mind and stimulated much discussion on the statement – “Gender and ICT issues are the same everywhere.” Participants were from as far afield as Liberia, Indonesia, Canada, South Africa and Ghana and the sharing of challenges and barriers to women’s access was fascinating. We moved into a presentation of the philosophy of GEM. Learning for Change provided a good catalyst to engaging with some of the ethics and processes of implementing an effective evaluation strategy.

We went on a tour of the GEM tool, briefly exploring each phase and step with setting the evaluation question being the most discussed step. Presenting and discussing examples of how GEM has been implemented by projects was welcomed as a way of concretising the GEM tool.

The workshop raised some fascinating issues and the mix of women and men participants enriched the discussion in relation to how to include more women and women’s voices in community radio.
