In 2003, WomensHub developed a draft policy framework document entitled Gender and Source: APC">ICT

The paper covers the emerging digital and gender divides, the national ICT situation in the Philippines, including the current national ICT policies, and lead agencies and current legislative initiatives in the Congress and Senate, and put forward recommendations on integrating and mainstreaming gender in legislation, in order to advance gender equality and women’s empowerment.

The framework paper was presented and discussed with legislators and their staff, policymakers, "state" in this glossary). As a general rule, "government" should not be capitalised.
