Launch of draft framework for a national broadband strategy highlights policy vacuum in South Africa
A draft framework towards a broadband strategy in South Africa was launched in Johannesburg on Tuesday.
Representatives from 29 different African parliaments met last week in Kigali to reaffirm that “equitable access to information is a right for all” and urge governments to enact laws that promote access to information, knowledge and communication for all citizens. Traditionally seen as civil and political rights, information rights are now becoming acknowledged as rights that are also social and economic, said APC’s Anriette Esterhuysen in her presentation which was framed by APC’s internet rights charter. The charter has just been translated into its twentieth language, Esperanto.
Legal information is a very important for almost all the segments of a society. However, there is a dearth of Law portals and web sites in India.
Access to broadband is an imperative for the full expression of citizenship in today’s world. With affordable broadband, the enormous potential for socio-economic, cultural, and educational development in South Africa can be realised.

The Government of India (GOI) is planning to introduce in Parliament this month changes to the Information Technology Act, 2000 (IT Act, 2000).

This has brought us here – we’re a result of human hope, solidarity and tenacity. We’re here to discuss internet Governance structures and policies and, in this third meeting of the IGF, we must move forward, building upon the relevant work that has been done by this forum so far,” explained APC member RITS’ Graciela Selaimen at the opening ceremony of this year’s IGF in Hyderabad on December 3rd. As a part of the inaugural panel discussion, Graciela stressed that the IGF can also be a space for deliberation and participative decision-making.
