For many, it is self-evident that social and economic development can be accelerated and reinforced by access to information resources and the ability to better communicate different kinds of information. Others argue that more urgent needs need to be addressed first, and that fundamental inequities such as opportunities for education, fair working conditions and democratisation must be corrected before societies can effectively avail themselves of ICTs.
