Monitoring freedom of expression: The La Rue framework

In his 2011 annual report, the United Nations’ Special Rapporteur on Freedom of Expression focused on the Internet.
In doing so, the Rapporteur developed a broad framework for assessing freedom of expression on the Internet. Using this framework, General Comment 34 on Article 19 of the ICCPR, and recommendations made by UN Special Mandate holders, APC’s Internet Rights project has developed a draft checklist for civil society groups to monitor legislation, raise awareness, defend internet rights, and influence policy.

The women’s movement has always had the ability to make the invisible visible and grant it a political character. This toolkit encourages women and their organisations to engage in political discussions regarding internet development with a vision of inclusion, fairness and respect for women’s rights. The authors’ visions are that the toolkit be used to raise awareness and encourage participation in a new environment where women cannot and should not be absent.

The purpose of the presentation is to put forward approaches to mapping the internet public policy space, the decision-making entities and actors participating in it. These are intended to assist civil society organisations (and, potentially, other actors) in thinking through their objectives, areas of focus and actual and potential network partners.
