Internet Governance Forum (IGF)
The Internet Governance Forum was one of the outcomes of the World Summit on the Information Society (WSIS) process.
The IGF is a multi-stakeholder policy dialogue forum and process, first convened by the United Nations Secretary General in 2006, according to the mandate agreed by governments, and outlined in the ‘Tunis Agenda For Action’.
The first IGF took place in Athens, Greece in November 2006. The second in Rio De Janeiro, Brazil in November 2007, and third will take place in Hyderabad, India in December 2008.
APC has priotised the IGF as one of it’s most important global public policy spaces, where it promotes policies and regulatory approaches that ensure equitable and affordable access, freedom of information and expression, access to knowledge, public participation, human rights, capacity building and a development agenda for internet governance.
Why the internet’s future depends on the greens
Smelled like a revolutionary spirit around Popinci, central Bulgaria, when residents and activists raised barricades around their village. They believed that a planned gold mining project in the nearby hills would harm the environment and their health. They demanded it to be cancelled. The villagers’ impulsive action has put the project on hold for the last three years. But this, or any other community, might not have been as successful in attaining a concrete outcome, had it chosen to fight for access to high speed internet. And the reason is simple. Unlike the environment, internet is not widely perceived by authorities, legislators and policy makers as an essential common good.

Anriette Esterhuysen, executive director of the APC, is one of the speakers at an OECD ministerial meeting on the future of the internet being held in South Korea on June 17-18. Over thirty ministers have confirmed they will attend the Ministerial, along with leaders from international government organisations, business, organised labour, the internet’s technical community and civil society.

Stakeholder consultation on public participation in internet governance
Meetings related to the UN World Summit on the Information Society (WSIS), on the one hand, and Internet Governance Forum consultations on the other, take place in Geneva in the second half of May. On May 23, APC in partnership with the Council of Europe and the United Nations Economic Commission for Europe will hold a multi-stakeholder consultation: “Towards a code of good practice building on the principles of WSIS and the Aarhus Convention”.

The first preparatory meeting for the next Internet Governance Forum (scheduled for December 2008 in India) was held in Geneva on 26 February 2008. APC issued a statement recommending the implementation of regional and national IGFs, using sustainable development as a key theme and advising on the format of working groups to address and follow up on key issues.
