Recommendations developed by workshop participants focused on four main themes; enhancing the development of and access to infrastructure; enabling policies and financing frameworks; offering technological choice, responding to demand and addressing the challenge/opportunities of convergence; and advancing the development dimensions of ICT regulation.

Today I sat in a workshop in Rio de Janeiro. A workshop in Rio de Janeiro? A capoeira, volleyball or football workshop, you must be thinking. Even though I’m just 25 metres away from a beautiful beach, imagine, I sat in a room in a hotel, full of people with laptops… on their laps. Such is life in the second Internet Governance Forum. And let me tell you that it’s worth it. The Telecentre Knowledge Network Wiki is a comprehensive reference source about the practice of building and sustaining telecentres. It is a central place for people to share what they know about telecentres and learn from the experiences of others.

ZDNet UK reports today that "Legislation designed to put the financial burden for recycling old technology on suppliers and manufacturers rather than all tax payers has finally been fully introduced and enforced." And Tony Roberts, chief executive of APC-member Computer Aid International says "The directive gives businesses an unprecedented opportunity to help us provide some of the world's poorest communities with the computer skills they need to escape the poverty trap."
