On the eve of the IGF II, APC’s member in Cameroon,

Protege QV, says that "this is horrible, incredible", talking in front

of the hotel where the IGF convenes, in Rio de Janeiro, Brazil. This

will prevent business, the government and the private sector

to operate properly, at least until the "technical failure" is

resolved. The Association for Progressive Comunications (APC) is

expected to pick this up as one more illustration of the continued

limitations of access to the internet of billions of the world’s

citizen because of the shortcomings of an equitable internet governance.
